Training Trade Negotiators in Indonesia

The Project at A Glance

Indonesia is in the process of negotiating numerous trade agreements. An important agreement currently being negotiated is the Comprehensive Economic Partnership Agreement (CEPA) with the European Union. The aim of the agreement is to enhance market access and increase trade and investment between the two parties.
In the context of Indonesia’s trade liberalisation endeavours, International Economics Consulting Ltd. provided capacity building to relevant ministries and agencies in Indonesia by providing expertise in support of the negotiations of the free trade agreements (FTAs) and Comprehensive Economic Partnership Agreements (CEPAs), including knowledge sharing activities, dissemination, and communication of FTA/CEPA results at national and regional levels.

Our Strategy and Impact

The capacity building covers all key areas of FTA/CEPA negotiation chapters, including, inter alia, non-tariff measures (NTMs), investment, customs and trade facilitation, intellectual property, public procurement, competition, e-commerce, and trade and sustainable development. The ultimate objective of the project is to provide technical assistance for the implementation of the ARISE Plus Indonesia programme aimed at enhancing Indonesia’s capacity to boost trade performance and competitiveness.
Under the scope of this project, IEC provided three training workshops. The workshops centred around Indonesia’s narrow and wider stakeholders engaged in FTA negotiations. The training focused on how to prepare for trade negotiations and covered an introduction to trade negotiations, tools, and models for analysing the interests of parties, data sources and data insights, frameworks for engaging national teams and preparing offensive and defensive interests. A Train the Trainer programme was also undertaken to provide sustainability of negotiation capacity in Indonesia. Participants were equipped with the necessary skills to impart the obtained knowledge and skills to their peers. It is expected that the participants can now deliver training on the components that they have been acquainted with.
