Trade Finance Chapter for the Cambodia Trade Integration Strategy Update 2019-2023 (CTISU 2019-2023)

The Project at A Glance

International Economics supported the Ministry of Commerce (MOC), Cambodia to provide an update on the progress of Cambodia’s Trade Integrated Study and the Trade Sector-Wide Approach Roadmap, including the effective engagement of all relevant stakeholders and the monitoring of all implementation activities.

What We Found

Trade Sector-Wide Approach (Trade SWAp) was initiated by the Cambodian Ministry of Commerce (MoC) in 2008 with the aim to create a single centralized mechanism for the implementation of Cambodia’s trade development agenda. This resulted in the formulation of Diagnostic Trade Integration Strategy (DTIS), a tool for trade sector with the objective of analyzing bottlenecks and issues as well as identifying solutions. The DTIS of Cambodia has been updated a number of times since it’s creation, and was called Cambodia Trade Integrated Study (CTIS). Our team provided an update on the progress of Cambodia’s Trade Integrated Study and the Trade Sector-Wide Approach Roadmap. The goal of an updated CTIS and Trade SWAp Roadmap is to develop up-to-date integration strategy that can be mainstreamed through the new National Strategic Development Plan (NSDP 2019-2023) and Vision 2030 .

Our Strategy and Impact

Project was delivered using various methods and it included a desk review of existing policy, strategies and technical reports related to chapter 6 (Competitiveness, Business Climate, Trade Finance and IPR), interviews with stakeholders from the public, private sectors and development partners community and filed missions. The team led the focus-group discussions and bilateral interviews on Competitiveness, business climate, trade finance and IPR and provided several iterative drafts of chapter 6, as well as included several policy recommendations to be incorporated in the action matrix for chapter 6 (Competitiveness, Business Climate, Trade Finance and IPR). The final output was a Trade Roadmap, which was presented to the Inter-Ministerial Committee and the Ministry of Commerce.
