Strengthening the Indonesian Government’s Institutional Capacity on Trade Remedies

The Project at A Glance

Before imposing anti-dumping, countervailing duties or safeguards, it is necessary to consider a myriad of different issues and to assess the impact of these measures on the domestic market, the labour market as well as on competitiveness.

International Economics provided technical assistance to the Indonesian Ministry of Trade (MoT) to develop a trade remedy impact assessment methodology and an implementation plan for testing the methodology. The team also delivered training workshops for technical upskilling of MoT officials.

What We Found

The aim of this project was to project is to strengthen the institutional capacity of Indonesian government officials in relevant areas concerning trade remedies to address the need for more comprehensive methodologies and training to analyse the socio-economic impact of trade remedies as part of the safeguard, anti-dumping, and countervailing investigations process.

Our Strategy and Impact

In particular, the team developed a trade remedy impact assessment methodology and prepared a policy note on a proposed systematic integration of the socio-economic assessment methodology by recommending the institutional framework, policy, and regulatory changes needed for Indonesia. The team also conducted training workshops on the methodology as well as on running and adapting the Partial Equilibrium (PE) model and conducting consultations and surveys.
