Evaluation of the Myanmar Trade Development Programme

The Project at A Glance

The Myanmar Trade Development Programme (MTDP) is an EU-funded programme that aims to contribute to the enhancement of inclusive economic growth in Myanmar by enabling the country to take advantage of its reintegration into the world trading system including ASEAN, and the opportunities for trade and investment, and specifically, to improve the capacities for developing and implementing trade policy initiatives.

International Economics assisted the EU Delegation in Myanmar to conduct a midterm external evaluation of the MTDP and to support the EU Delegation in the identification and formulation of the Myanmar National component of the ARISE Plus Programme under MIP Asia 2014-2020.

What We Found

The aim of the project was to conduct an independent overall assessment of the past 24 months of the MTDP intervention, paying particular attention to the level of results achievements of the project against its objectives and to deliver key lessons and recommendations in to order to improve MTDP action. The team also prepared a detailed project design of the Myanmar component of the ARISE Plus Programme.

Our Strategy and Impact

The team at International Economics used the five OECD-DAC criteria of relevance, effectiveness, efficiency, impact and sustainability to assess the project. In addition to these criteria, the team also considered the EU value added of the project, both regarding its design and implementation and the coherence of the project with the EU strategy in Myanmar and with Member States, and other donors when relevant. Based on the findings of the evaluation, the team proposed recommendations to guide the formulation of the new EU-funded Aid for Trade intervention in Myanmar.
