Evaluation of the ITC’s United Kingdom Trade Partnerships Programme

The Project at A Glance

In mid-2018, ITC and UK representatives of the Department of International Trade (DIT) engaged in discussions about the development of a post-Brexit import promotion function for the UK. This materialized as a project to explore ways for building or fostering UK/EU trade partnerships with selected EPA countries. 

International Economics Consulting Ltd. has been engaged by the International Trade Centre (ITC) to conduct the evaluation of all projects and activities in the United Kingdom Trade Partnerships Programme (UKTP) over the period 2019-2023. 

What We Found

The UKTP Programme was design to support ACP countries to take advantage of the duty-free, quota-free access to EU and UK markets that they enjoy under the EPAs. The programme supported ACP countries to effectively implement and maximise the benefits of the EPAs, promoting trade under the existing EU EPAs and in anticipation of the implementation of the replicated UK EPAs as the UK exits the EU.  

Our Team is conducting the evaluation of the programme since its design and inception stage as a project portfolio. The assessment will be both retrospective and forward-looking. Based on activities carried out in the framework of this large-scale Programme, the Team will provide strategic insights for programming work on large scale Programmes, specific bilateral trade-related assistance and as well as support relevant support for the digitalisation of activities. 

Our Strategy and Impact

The evaluation will take a stock of the programme approach, implementation models and results achieved at different levels to provide accountability information on the Programme and relative learning on trade-related assistance. 

Our Team is conducting the evaluation of the programme through a mix of home-base and in-country missions. Team’s objective is to: 

  • Provide information on the contribution of the various projects to achieving the Programme objectives and on the added-value of ITC’s intervention, 
  • Provide learning information on the projects’ contribution to trade market intelligence to some extent with more attention paid to export promotion; 
  • Formulate lessons learned and action-oriented recommendations to improve future project design and implementation.
