Strategy for development of Pharmaceutical and Biotechnology sectors in Mauritius

The Project at A Glance

The Government of Mauritius envisions creating the pharmaceutical and biotechnology industry as a national pillar to increase export revenues and create jobs.

International Economics (IEC) conducted a comprehensive feasibility study to devise a strategy for the development of these two sectors in Mauritius. The project was implemented within the Africa RISE Facility led by Landell Mills International Ltd and funded by the European Commission.

What We Found

The aim of this project was to assist in the establishment of and focused strategic planning for Mauritius’ pharmaceutical and biotechnology industry. To achieve this, our Team provided advice, coordination, and support on the market analysis, legislative review, skills gap analysis and the development of a strategy and action plan.

Our Team found out that by streamlining regulations, Mauritius can attract investment and encourage the development of new drugs and technologies.

Our Strategy and Impact

The team specifically conducted a market study of the regional and global biopharmaceutical system to establish a list of priority products with regards to Mauritius’ competitive edge and value proposition. The team analysed the potential of the regional market, the legal and regulatory framework in Mauritius, and the availability of skills in the local market to develop strategic options on products to be developed and identified potential target investors for each option.

The output of the project was an Implementation Roadmap which established a governance framework for implementation in addition to providing a detailed action plan, timelines and key performance indicators. The strategy fostered growth and innovation within these industries, positioning Mauritius as a competitive player in the global market. Additionally, the strategy was presented during a workshop to the Mauritius Institute of Biotechnology Ltd, Ministry of finance, EU Africa RISE, the Higher Education commission, Universities (UOM and UTM) and Laboratories.
