The Pacific Agreement on Closer Economic Relations Plus (PACER Plus) is a trade and development agreement focused on improving economic prosperity and resilience in the Pacific region.

International Economics elaborated a draft Monitoring and Evaluation tool, consisting in a detailed Theory of Change and a set of indicators able to track and assess the outcomes of the PACER Plus. The project adopted a comprehensive and well-rounded approach, with the M&E tool covering areas such as economic development, social and environmental impact, and Aid-for-Trade implementation.
