International Economics is assisting the Global Alliance for Trade Facilitation in preparations for the rigorous impact evaluation of the project under implementation in Madagascar. IEC is responsible for the design phase, this is leveraging best practices on impact evaluation. The scope of work focuses on the design phase for the outlined preliminary evaluation questions: conducting an evaluability assessment, with the goal of identifying the counterfactuals as well as the most suitable impact evaluation methodology(ies), taking into account the context and nature of the intervention. The team will also propose a methodology for the questions on costs of trade.
