TARGETED SUPPORT FOR COVID-19 RECOVERY THROUGH TRADE IN APEI AND IOC COUNTRIES

Initiated by the Regional Multidisciplinary Centre for Excellence (RMCE), and funded by the World Bank, the project COVID-19 Recovery through Trade is aimed at providing targeted support for economic recovery and guaranteeing supplies of critical medical equipment in APEI and IOC countries. The project was implemented by the International Economics Consulting Ltd. (IEC).

The project was implemented under the purview of the RMCE. The RMCE was responsible for disseminating the project details among its members. They had a pivotal role in reaching out to IOC and APEI focal points. IEC worked in collaboration of the RMCE to gather information to have a better understanding on the requirements of the project. RMCE also took all critical decisions on the project, and helped animate with IEC the B2B and P2P sessions. The core RMCE team was represented by its Chairperson: Ali Mansoor; Officer in Charge: Prakash Hurry; and Programme Assistant: Yoven Veerasamy.

The project started mid May 2020 and ended at the end of June, an implementation phase of just 6 weeks. It was implemented, as a pilot, among 8 countries – Comoros, Madagascar, Malawi, Mauritius, Mozambique, Reunion, Seychelles and Zambia.

An on-line database of supplier and buyers was setup under the project. The database also contains a list of COVID-19 related supplies and is continuously evolving, with new supplies being added regularly. Moreover, a B2B session was carried out on 30 June for companies in the region to connect to buyers and logistics companies and share experience. A Peer learning session was held on 2 July to discuss policy experiences and private sector experiences to switching to PPE production and trade. A summary of project results is given in the Figure below.

The Regional Multidisciplinary Centre of Excellence (RMCE) is dedicated to building capacity of African nations towards effective economic integration for an inclusive and continent-wide socio-economic development.

The RMCE is collaborating with the World Bank in addressing the pandemic, starting in these countries: Comoros, Madagascar, Malawi, Mauritius, Mozambique, Reunion, Seychelles and Zambia.

The objective is to promote regional cooperation and a regional approach to building solutions for both the private and public sector in their response to COVID-19.

The aim of this initiative is to collect data from suppliers to build a database of COVID-19 supplies. This will enable B2B connection between supply and demand and eventually, feed into wider procurement portals from international organisations.

Le Centre Regional Multidisciplinaire d’Excellence (CRME) est dédié au renforcement des capacités des états africains vers une intégration économique efficace pour un développement socio-économique inclusif au niveau du continent.

Le CRME collabore avec la Banque Mondiale pour lutter contre la pandémie, à commencer par ces pays: Comores, Madagascar, Malawi, Maurice, Mozambique, Réunion, Seychelles et Zambie.

L’objectif est de promouvoir la coopération régionale et une approche régionale pour élaborer des solutions tant pour le secteur privé que public en réaction au COVID-19.

Le but de cette initiative est de collecter des données auprès des fournisseurs pour constituer une base de données des produits liées au COVID-19. Cela permettra une connexion B2B entre l’offre et la demande et, à terme, alimentera des portails d’approvisionnement plus larges d’organisations internationales.
