Project Name: Targeted Support to REPOA and Zanzibar Ministry of Trade, Industry and Marketing to Increase the Competitiveness of Primary Producers and Diversify the Export Base in light of the Trading Opportunities with the EU

  • Region: Tanzania – KE1 and KE2 based in Dar es Salaam-based and KE3 in Zanzibar.
  • Objectives: The overall objective of the project is to contribute to sustainable economic development and poverty reduction in the United Republic of Tanzania through closer regional integration and increased participation in the global economy.
  • Purpose: The purpose of this contract to identify bottlenecks that limit competitiveness and export diversification in agriculture—including value chains—and the trade policy framework to effectively address them, as well as to strengthen REPOA’s and subsequently Tanzania’s research and advisory capacity on trade policy, competitiveness and elimination of NTBs in the context of enhancing the country’s trading capacity with the EU.
  • Expertise required:

 

a) Key Expert 1: Senior Research Fellow – Agricultural Trade – and Team Leader

  • Masters degree in Economics, International Trade, Statistics;
  • Fluent in spoken and written English and knowledge of Kiswahili will be an asset;
  • Experience in at least two multilateral trade assistance projects in support of enhancing research on trade policy in ACP countries;
  • Experience in research on agricultural export competitiveness and diversification in ACP countries;
  • Experience of the EU market access opportunities and compliance requirements for agricultural exports from LDCs and other developing countries.

b)Key Expert 2: Trade Policy Specialist

  • Post-graduate degree in Economics, Agricultural Economics, Trade Policy;
  • Fluent in spoken and written English;
  • Experience in trade policy formulation for the agricultural sector in LDCs and other developing countries;
  • Experience in trade data analysis and reporting in ACP countries;
  • Experience in international and EU trade (including special regimes for preferences) issues.

c)Key Expert 3: Product Quality–SPS/TBT—Expert

  • Advanced degree in international trade law, Economics;
  • Fluent in spoken and written English;
  • Experience in working on regulatory issues and in the area of quality infrastructure, particularly in developing countries;
  • Experience in administering/delivering trade capacity building projects to ACP or Small Vulnerable Economies (SVE) countries;
  • Experience on WTO TBT/SPS issues;
  • Experience in drafting policy documents in the field of TBT & SPS and in designing and delivering trainings on TBT/SPS issues.

Project Name: Targeted Support to COMESA Secretariat to Enhance its Regional Trade Integration Agenda

  • Region: Lusaka – Zambia
  • Objectives: The overall objective of the project is to contribute to sustainable economic development and poverty reduction in the COMESA member states through closer regional integration and increased participation in the global economy.
  • Expertise required:

 

a) Key Expert 1: Senior Trade in Services Expert and Team Leader

  • Masters degree in Economics, International Trade, Law, Business Studies;
  • Fluent in spoken and written English and knowledge of French will be an asset;
  • Experience in the field of trade in services, preferably in an African context and in a Regional Economic Community or International Inter-governmental Agency;
  • Experience in at least two multilateral trade assistance projects in support the negotiation of trade in services agreements in ACP countries or regions;
  • Experience in the field of rules origin and their impact on trade and industrialisation;
  • Experience in managing a regional project for supporting women and youth traders across borders.

b)Key Expert 2: Trade Expert – Rules of Origin

  • Post Graduate degree in Economics, Business Studies, Law, Development;
  • Fluent in spoken and written English;
  • Experience in international trade and regional integration in developing countries;
  • Experience on the COMESA trade regime or comparable region including the Rules of Origin;
  • Experience in the development/review of rules of origin and how they affect trade and industrialization;
  • Working in at least two multilateral trade assistance projects in support of the development of an electronic certificate of origin preferably in ACP countries.

  • Post graduate degree in Economics, International Economics;
  • Fluent in spoken and written English and French;
  • Experience on trade development in developing ACP countries;
  • Experience on trade policy development with emphasis on gender and youth traders;
  • Experience in at least two multilateral trade assistance projects in support of the development of international economic and trade relations especially the South-South and Triangular cooperation;
  • Experience on the cost benefit analysis.
